Heheh. Cerulean Binder, or rather Dimon Ayas Yeast. She is the only binder working in the mines, as she just said. Binding is the art of making elements forge-able, and thus making it easier for the forge master to make the elements become their new form. Things like iron ore and wood, even wind in a bottle, those are easy elements and do not really need binding, or sanctioning as she calls it, but if it becomes bound then the forging time is cut down to just a quarter of the time needed.

Oh, you also had a crush on this girl when you where smaller, and the king and queen suggested long ago that she should be the one i should form a Matrial with.

The crush is long gone though, and she just kinda disappeared for a while to be trained as a binder instead of a miner.
